On 27 September 2016 Skape member Michael Kattirtzi published an article in Palgrave Communications’ thematic collection on scientific advice to governments. It is entitled ‘Providing a “challenge function”: Government social researchers in the UK’s Department of Energy and Climate Change (2010-2015).

The article explores the contribution of government social researchers working in the UK’s Department of Energy and Climate Change during the years of the Conservative and Liberal Democrat Coalition Government (2010-2015). Taking the Green Deal and smart metering implementation policy areas as case studies, the paper reveals that the social researchers played an important role in challenging colleagues’ assumptions about citizens and their relationship with key policy initiatives. It is argued that researchers’ challenges were important for enhancing the quality of science advice, but greater government-wide recognition of researchers’ topic-specific knowledge (besides their skills) and earlier engagement between policy officials and social researchers can further ensure that their challenge is heeded. This could improve policy designs and implementation in technical policy domains in the future.
